Bilingual/ESL update: Emergent bilinguals about 19% of Henderson ISD enrollment

Regina Sugg told trustees that an Emergent Bilingual (EB) student is defined as a student whose first language is not English and that approximately 99% of the district’s EB students are Spanish speakers, with others from Cambodia, Russia, Sri Lanka and China. She said EB students make up about 19% of total district enrollment (below the state average of 24%). The district filed waivers for 12 bilingual exceptions and 3 ESL teachers and presented a professional-development plan for non‑ESL-certified teachers.
Trustees received the report for information; the minutes do not record further board direction on staffing or program changes during the meeting.
