The Hays CISD Board approved an agreement to purchase attendance credit (Netting Chapter 48 Funding, Option 3) at the Aug. 26 meeting and delegated contractual authority to the superintendent for certain obligations under Texas Education Code sections cited in the minutes. Trustee Johnny Flores moved the motion and Trustee Esperanza Orosco seconded; the motion passed unanimously 7–0.
Board President Raul Vela read the suggested motion and specified that for the 2024–25 school year the superintendent would have authority to obligate the district under TEC 11.1511(c)(4) for purposes of TEC 48.257 and TEC Chapter 40, Subchapters A and D, and Commissioner rules under TEC 49.006. CFO Randy Rau recapped the transmittal during the discussion.
The delegation is narrowly tied to the attendance-credit agreement and the minutes summarize the legal code sections authorizing the action; the meeting record does not show the dollar amount of the agreement.
