Council told county fire will use Alert SCC and modeling to guide evacuations; safety element will formalize routes

Councilors pressed staff and fire officials on evacuation planning, route identification and how alerts would reach residents during a wildfire.
Staff said the city's updated safety element—scheduled to come back for council consideration at the first December meeting—includes state‑mandated evacuation map identification and maintenance. "As mandated by the state will be addressed again the safety element," staff told the council.
Deputy Chief Brian Glass described operational alerting and modeling capabilities that would inform on‑the‑ground decisions. "We have the ability to model wildfire behavior, in a simulation using real time weather," he said, and noted that because winds and conditions change on the day of an incident, the department cannot prescribe fixed evacuation paths but will identify arterials and feeders for notification in near real time. Glass recommended residents sign up for Alert SCC and the Genesys/Genesis app for geofenced push notifications and said the Office of Emergency Management controls the county Alert SCC (Everbridge) platform used to deliver those messages.
Staff said during incidents the fire department sets the evacuation boundary and law enforcement activates orders. Council members asked staff to provide more information on the evacuation plan work product and timing; staff agreed to return as the safety element advances through review.
