Jeff Bradley of EM Group presented the draft, outlining state‑required topics the element must cover (air quality, noise, safety) and the project’s coordination with CAL FIRE, the Office of Emergency Services, the geological survey, and the Native American Heritage Commission. Bradley said CAL FIRE has provided preliminary comments that request modest additions to some policies; he described the document as organized into goals, policies and actions and said the element will return for adoption steps next year. "The CAL FIRE review is an ongoing discussions and revisions," the presenter said.
Commissioners pressed staff about mapping parcels with a single egress, how existing gated private roads might be identified as emergency access, and coordination with the county and HOAs on weed abatement programs. Staff indicated policy language could be added to explore emergency easements and coordination with fire agencies. After discussion a motion to recommend the draft element with the suggested amendments and acknowledgment of CAL FIRE‑driven edits passed by roll call vote.
What’s next: The commission’s recommendation and the redline attachments will go to the City Council for consideration; staff said a final adoption hearing is targeted in mid‑2026 following additional outreach and revisions.
