Council advances Nell–Bell lift replacement to public hearing Dec. 2

Jeffrey Barnhill, city planner, described Ordinance 15 (Series 2025) — a minor plan amendment and conditional use review for the Nell–Bell lift replacement at 611 E. Durant Ave. The applicant proposes removing the Little Nell and Bell Mountain lifts and replacing them with a single Nell Bell lift to reduce ride times, improve skier circulation and replace aging Aspen Mountain infrastructure.
Barnhill said the proposal affects four properties inside city limits with removal of the current base terminal and replacement with a new Nell Bell terminal and approximately six lift towers. Staff recommended approval on first reading and asked the council to set a public hearing for Dec. 2, 2025. Councilors asked operational and safety questions, including about skier circulation and whether the lift will include an intermediate dismount; the applicant indicated the top alignment will be at the top of Bell Mountain.
