LCB schedules hybrid public hearing on liquor leasing rules for Aug. 12

Kevin, on behalf of the LCB rules team, announced a hybrid public hearing for Aug. 12 at 10:00 a.m. to take public testimony on proposed rules implementing 2nd substitute House Bill 1701 regarding leasing liquor premises. He said the contractor has finished the economic analysis of the retail alcohol product-placement rule and staff could file a CR102 as early as September and aim to adopt final rules by the end of the year if there are no unforeseen issues.
"We'll be holding a hybrid public hearing on August 12 at 10AM to take public testimony on proposed rules implementing 2nd substitute House Bill 1701 regarding leasing liquor premises," Kevin said. He added that, provided no changes are needed after public comment, staff would move to file the CR103 at next month's board meeting in September.
Why it matters: The proposed rules on leasing liquor premises and product placement affect liquor licensees' lease arrangements and retail operations. A hybrid public hearing provides an opportunity for licensees, neighbors and other stakeholders to offer testimony before staff moves to the formal rule-filing stage.
