LCB rules team outlines timeline for multiple cannabis rule projects

Kevin, representing the Liquor and Cannabis Board policy and rules team, told the board the rules team currently has 10 open rule projects and recently posted updated draft rules implementing Engrossed Substitute Senate Bill 5403, which would limit certain financial-interest agreements for cannabis retailers. He said staff will accept comments through the end of the month and do a small-business economic-impact analysis during the CR102 proposal phase, which he estimated would take two to three months.
"Last Friday, we posted updated draft rules implementing and engrossed substitute senate bill 54 0 3, limiting financial interest agreements for cannabis retailers," Kevin said. He asked stakeholders and associations to coordinate comments to avoid duplicate submissions and said staff expect to present recommendations on nine recently received cannabis-related petitions at next month's board meeting.
Kevin also said staff are finalizing draft rules to implement Engrossed House Bill 1941, which would allow agricultural cannabis cooperatives, and that stakeholder feedback sessions were scheduled for Aug. 26 and Aug. 28; he said the CR102 filing package for that project could be ready for board approval in October with adoption of final rules by November or December. The rules team also plans to resume work on testing-and-samples, batch-tracking, and other petitioned topics later in the year.
Why it matters: These rule changes could affect who can hold financial interests in retail cannabis outlets, permit cooperative farming models, and change testing and labeling requirements — all items that affect businesses, consumers and public health oversight. The caucus discussion was informational; no final votes were taken during the caucus.
