Hampton panel drafts public-benefit criteria for RSA 79-E applications

The Town of Hampton 79-E Advisory Committee on Aug. 5 reviewed sample public-benefit criteria intended to guide tax-relief decisions under RSA 79-E. Committee members agreed to combine and refine several items — including merging job-retention and job-creation tests, combining infrastructure and community-need criteria, and adding public art — and to adopt wording from Durham and Keene examples on rehabilitation and green-technology provisions.
"Ms. Novotney to work on creating a draft public benefit list based on today’s discussion and send it to the Committee members for review at the next meeting," the minutes state. The committee also agreed to retain a public-benefit item stressing preservation or increase of employment opportunities, but to remove the phrase requiring use of "Hampton based contractors." Novotney will circulate a consolidated draft before the next meeting so members can prepare recommended edits.
