A group of commissioners pressed to include workforce development as a core KPI for the city manager, recommending clear, measurable learning objectives linked to performance outcomes. One participant with HR experience argued the evaluation should benchmark staff training and career-path clarity so employees can see advancement possibilities.
"With the job specific learning objectives and competencies, the criteria, define clear measurable learning objectives for each occupational track, and link training to on the job performance metrics and long long term organizational skill needs," a commissioner said, urging explicit criteria for workforce development. The commissioners also noted a clause in the draft that references ICMA credentialing and continuing education as observable expectations.
