Commission approves engineering contract for Moody Lane connector and awards Public Works parking lot bid

The Board approved two infrastructure procurement items: selection of Loomis and Associates to perform engineering services for the Moody Lane to Coleman Road connector and issuance of a notice of award to A & K Earth Movers for the County Public Works parking lot (PWPCH2026‑315).
Public Works planner Randy Hynes said the connector project—to extend Moody Lane south and tie into Coleman Road, ultimately improving access to the signalized intersection at Coleman and Highway 50—will be funded for engineering by a congressional earmark of $4,000,000, so no county general fund money is required for design. Loomis’s scope covers topo, geotechnical work, floodway study, bridge design, civil plans, traffic report, and NEPA environmental clearance. The board approved appointment of Loomis and authorized the county manager to execute the contract and change orders.
On the parking-lot project, Hynes said two bids were received and A & K was the lowest responsible bidder at $310,000. The bid includes contingency line items (roughly $24,000 for unsuitable material and about $20,000 for additional contingencies). The board authorized issuance of a notice of award and delegation to the county manager to execute contracts and change orders.
Both motions passed by voice vote.
