Churchill County commissioners approved Resolution 9‑2026 to transfer the county’s unused private activity bond volume cap to Nevada Rural Housing, a nonprofit that uses bond cap allocations to support homeownership and housing development in rural Nevada.
Katie Coleman, communications director with Nevada Rural Housing, told the board the organization has assisted more than 11,000 homebuyers (since 2006) and provided about $69 million in down payment assistance. She said the county’s transferred cap helps the agency operate its Launchpad program, which offers below‑market interest rates paired with down‑payment assistance. “It’s $20,000 in down payment assistance,” Coleman said, describing the Rural Rocks initiative.
The board moved and seconded the resolution and approved the transfer by voice vote. County staff noted that private activity bond cap is a federal allocation used for financing and is not county budget funding. The transfer will support local homeownership opportunities without drawing on county general revenue.
The resolution was adopted as presented; staff indicated they will coordinate the administrative steps to complete the transfer.
