Center Street underpass gets federal aid, local match; construction delays persist

Council approved a state/local addendum authorizing allocation of $1,000,000 in federal large-urban funds to the Center Street Railroad Underpass rehab project (key #12096) and authorized a $73,400 local match (7.34% of the program amount). Project manager Mariela Mejia said executing the agreement is required for LTAC to allocate federal funds to the project.
Engineer Scott Stacy and project staff described current construction activity — retaining walls nearing completion, curb-and-gutter and sidewalk pours, and drilling for pile-supported walls — while noting constraints. Stacy said crews hit boulders that have slowed progress and that Union Pacific's safety requirements mean work must cease when trains are within 25 feet, complicating scheduling. Best-case completion for reopening the roadway could be October, with a worst-case of November–December. Later in the meeting the council also approved Change Order No. 6 for $708,008 to cover additional shoring-design services required by Union Pacific; the change order will be paid from project funds with no additional city funding required.
The council emphasized ongoing coordination with the contractor (Canon Builders) and business-communication efforts to keep downtown merchants apprised of progress and signage changes. Staff noted they are optimistic about completing phases as schedule constraints are resolved.
