After opening public comment, the council moved and approved the consent calendar. Council Member Basch pulled item 3d to discuss the city's obligations under state housing-element law and to ask staff about Norco’s progress on its RHNA allocation. Kolbe Cataldi told council Norco has a RHNA allocation of 454 units, has completed roughly 90–100 units to date, and expects several projects (including the Norco Square project) to add a couple of hundred units in the coming years; Cataldi acknowledged the city remains short in lower-income categories and that staff will begin preparing for the next RHNA cycle with SCAG and HCD.
