City and MPD report declines in nonfatal shootings after GVRI steps; joint office highlights need for sustained funding

Tamika Williams of the City's Joint Office on Neighborhood Safety and Engagement and MPD's Colonel Tara Gates briefed the council on the Gun Violence Reduction Initiative (GVRI). Williams described a two-part strategy: a people-based intervention called 901 Peace that connects very-high-risk individuals to life-coaching and support services, and a place-based enforcement strand (GVIP/Code 0) led by MPD to remove illegal guns and stabilize neighborhoods.
Williams said the joint office and partners have identified 93 very-high-risk individuals and are actively working with 77 participants; "The very high risk individuals identified 93... We have 77 active participants," she said. MPD's GBI liaisons have conducted dozens of rapid-response callouts and custom notifications; the presenters said several precincts saw substantial year-over-year declines in nonfatal shootings where outreach and enforcement activity concentrated. Council members raised questions about the financial model: several community interveners rely on state grant reimbursement (VSIP) that requires up-front spending and later reimbursement, which has created cash-flow issues for grassroots organizations. Staff said the joint office is exploring ways to stabilize payments and pursue additional grants and congressional appropriations to sustain the work.
