Norco council adopts 2026–27 fee schedule changes including CPI adjustments and animal-services updates

Director of Finance Joshua presented proposed amendments to Norco’s general fee schedule for fiscal year 2026–27. He told the council the staff study recommended annual fee updates and that, for this period, the Consumer Price Index adjustment would be 3.2% (year-over-year January comparison). Staff proposed consolidating animal-adoption fees (to include maintenance, microchip and vaccinations), lowering spay/neuter fees based on negotiated vet pricing plus a 10% markup for staff time, and adding adoption categories for reptiles and a small-fowl euthanasia fee. Staff also recommended minor administrative changes including rounding the outdoor-court hourly rate to $26 and adjusting picnic-shelter nonresident fees.
During public comment, Bill Naylor asked whether rental application and booking fees could be double-charging users and flagged inconsistent application-fee entries in the schedule; staff said they would follow up and clarify. Council members also probed the meaning of a $1,000 permit for 'wild exotic animals' and were told staff would return with specifics. After discussion, the council adopted the resolution updating the fee schedule and approved the administrative rounding amendment; the clerk recorded a unanimous vote.
