The Norco City Council conducted the first reading of Ordinance 11 41 and adopted Resolution 2026-620 to update the city's Western Riverside County Transportation Uniform Mitigation Fee (TUMF) schedule. Kolbe Cataldi, director of community development, said the WRCOG nexus study called for regular fee updates to keep pace with construction, labor and land costs and noted the construction-cost index increase for the year was 2.6%.
Cataldi explained future automatic adjustments will be implemented administratively under the ordinance and resolution, and council members asked for clarification about the annual cap and index methodology. Cameron Brown, TUMF program manager with WRCOG, confirmed adjustments are tied to indices (ENR and NA Realtors indices) and said annual changes are capped at 5% in either direction; he told council the cap means staff would not “make up” prior years’ excess increases in subsequent years. After questions, Councilmember Bash moved to approve the ordinance reading and the resolution and the motions passed unanimously.
