City outlines Lamar Corridor revitalization plan with 21-day grass rotation and enforcement

Public Works Director Scott Morgan and Community Enhancement staff presented the Lamar Corridor revitalization update. Morgan said the program—launched October 2025—focuses on blight removal, illegal-dump mitigation, and proactive maintenance on major thoroughfares. "We have a 21 day maintenance schedule in place. So every 21 days, these properties that we know that we will be responsible for mitigating are on the rotation," Morgan told the committee.
Staff reported mitigation metrics: 98 vacant lots addressed, 1,183 tires removed, 1,700-plus trash bags of debris collected, 15,000 pounds of materials removed by grounds services, and hundreds of environmental enforcement actions. Morgan and colleagues emphasized public education and enforcement for illicit discharges into storm drains, noting the stormwater ordinance permits civil fines up to $5,000 per day for egregious violations, and described ongoing outreach to landscaping contractors, schools and media to reduce repeat infractions.
Councilmembers pressed for clear enforcement paths and tools to notify property owners and contractors; staff said they will continue mailbox and billboard outreach and asked that complaints include photographic evidence when possible to support civil enforcement.
