Councilpack: $13.67M CIP for Southwest Twin redevelopment; $14.53M in federal housing entitlements presented

Felicia Harris, deputy director for Housing & Community Development, asked the council to approve third-phase CIP funding for the Southwest Twin redevelopment project and described the phase as supporting construction of a police precinct, a Fleet Building and the start of a new library in spring 2027. "We are asking for the 3rd year CIP funds in an amount of $13,672,960," Harris said.
Housing staff then presented the Consolidated Plan annual action plan for program year 26 (fiscal 2027) and a request to accept federal entitlements totaling $14,531,739 for the period 07/01/2026–06/30/2027. Staff outlined allocations: roughly $4.1 million for housing activities, $645,811 for homelessness (ESG), $4.2 million for special needs, $3.0 million for neighborhood/economic development, and about $2.0 million for administration and planning. Councilmembers pressed for more detail on program-level spending—who will be served, service counts and historical comparisons—and staff said the public action-plan materials provide line-by-line descriptions and that they would deliver the detailed breakdown to council prior to final consideration.
Both items received favorable committee recommendations to go forward with same-night minutes; council requested follow-up data on grant formulas and the potential impacts on future CIP budgets.
