County approves $5.75M GMP amendment for Teton Pass Trail construction

The Board approved a Construction Manager at Risk (CMAR) Guaranteed Maximum Price Contract Amendment #2 for construction of BUILD Grant Project Component 7 — the Teton Pass Trail (segments 1–3).
Brian Schilling, Pathways & Trails Program Coordinator, presented the amendment, answered commissioner questions and received public comment from Tim Young. The Board voted to approve Whitaker Construction’s CMAR Contract Amendment #2 in the amount of $5,745,569.00. The staff materials recorded that $3,749,971.00 of that total is reimbursable by the BUILD grant; a local FY2027 Fund 37 share of $937,493.00 is included in the approved FY2027 budget; and $1,058,105.00 is philanthropic funding pledged to support the project. The Board encouraged staff to advance single‑lane traffic construction as feasible to Coal Creek.
The amendment funds construction for trail segments 1–3; the BUILD grant reimbursement and local budget allocation are recorded in the staff recommendation.
