Committee recommends opt-outs for small South County elementary districts be granted

The committee's tentative plans recommend permitting small elementary districts (San Ardo, San Lucas, Bradley, San Antonio and Bitterwater-Tully) to opt out of the proposed unifications; the recommendation will be included in the record sent to the State Board.
Marguerite Leone told the committee the tentative recommendation is to ask the State Board of Education to permit smaller elementary districts in the South County area to opt out of the proposed unifications. She noted that all four South County elementary districts and the Bitterwater-Tully area have passed resolutions requesting opt-out status.
"That authority under the current procedure is given to the state board of education. But the recommendation coming from this committee is that those requests be granted," Marguerite said. The recommendation will be part of the tentative plans forwarded to public hearing and the State Board.
If the State Board approves the committee's recommendation, the smaller districts would retain their own boards and governance; the committee emphasized the opt-out mechanism preserves local control for those territories while allowing the larger reorganization to proceed.
