City manager: building-permit revenue more than doubled year-over-year; leaf-blower enforcement set for Jan. 2026

City Manager Diana summarized the quarterly report covering July 1–Sept. 30. She highlighted unusually high building-permit activity: permit revenue for the first three months of the fiscal year is over double what it was in the same period last year, and calendar-year building-permit revenue is up about 40% over last year. Diana said many projects remain in plan review and that construction has not started on many permits.
Diana also noted outreach plans: the fall edition of the city newsletter will remind residents that enforcement of the ban on gas-powered leaf blowers begins in January 2026; staff will continue social-media posts and direct notices. Finally, she said the city will issue an RFP for consultants to assist with a potential police-services ballot measure for Nov. 2026 and that an ad hoc committee will evaluate proposals.
