Interim City Manager Mallory Crecelius summarized the process for the Lighting and Landscape Districts No. 1 and No. 2, noting that the districts were established under the Landscaping and Lighting Act of 1972 and that Willdan prepared the Engineer’s Annual Levy Reports. Crecelius said the council was required to hear and consider all oral and written statements before confirming the assessments for FY 2026-2027.

Council Member Burton moved to approve staff’s recommendation and Vice Mayor Rodriguez seconded; the Council adopted Resolution No. 2026-022 and Resolution No. 2026-023 confirming the diagrams and assessments for Districts No. 1 and No. 2 by unanimous vote. The adopted resolutions confirm the levy and collection of annual assessments for the coming fiscal year as described in Willdan’s reports.
