Council approves consent items and confirms lighting assessments; introduces kratom ordinance

The Blythe City Council at its July 14, 2026 meeting approved its Consent Calendar, enacting routine warrants, payroll items, minutes and several listed resolutions. Vice Mayor Rodriguez moved approval, and Council Member Burton seconded; the motion passed with a unanimous aye vote.
Council also held and closed a public hearing on annual assessments for Lighting and Landscape District No. 1 and No. 2. Interim City Manager Mallory Crecelius explained the assessments and the Engineer’s Annual Levy Reports prepared by Willdan; Council adopted Resolutions No. 2026-022 and No. 2026-023 confirming the diagrams and assessments for the fiscal year. After a staff presentation and no public comment, "the motion was seconded by Councilman Burton with a unanimous aye vote," according to the meeting record.
In new business the Council introduced Ordinance No. 946-26, intended to limit sale and distribution of kratom and related 7‑OH products to people 21 and older. Vice Mayor Rodriguez moved to introduce the ordinance and Council Member Burton seconded; the motion passed unanimously. The ordinance was presented as modeled on a Riverside County regulation but adjusted to address enforcement challenges around laboratory testing of 7‑OH concentrations.
