Clark County panel recommends approval of new zoning rules for data centers

The Clark County Rural Zoning Commission voted on June 11, 2026 to recommend approval of Text Amendment ZA-2026-01, a comprehensive change that would add Section 749 “Data Centers” to the county zoning code and amend related definitions and heavy-industrial standards. The motion, made by Wayne Leis and seconded by Bob Jurick, passed with three yes votes (Leis, Jurick, Sprague) and one no vote (Larry Shaffer). "The county did not yet have any zoning regarding data centers, and this was following the same trajectory as resource and mineral extraction and small-scale solar," staff member Stephanie Dunlap told commissioners when introducing the proposal.
If the County Commissioners adopt the text amendment, the draft would make data centers a conditional use in the I-2 Heavy Industrial district, meaning any project would first require rezoning (and would be subject to the referendum/public-vote process if the commissioners approve a rezoning). Mrs. Dunlap told the commission the intent was to get baseline rules on the books and then refine them as needed; she said applicants must meet the new application requirements and that variances would remain available after rezoning. The public hearing on the text amendment drew no public comment at the RZC meeting; the case now proceeds for consideration by the County Commissioners.
