City staff updates on development projects, waterline bids and pilot markets

Staff reported the city received bids for the Faith Circle waterline replacement that were below the engineer’s estimate and expects to proceed with contracting. A revised Chuck Roberts Park application has been submitted and staff highlighted a successful trial of the Rogue Food Unites Market at the library.
Staff also said the city is analyzing facilities and parks costs as part of broader fiscal work and that additional budgetary challenges remain beyond the public‑safety funding issue. The city manager asked council for direction on several items to return to future agendas, including a Faith Circle contract award and follow‑up on Highway 99 annexation and grant closeouts.
