Council members raised contract concerns, including an incorrectly drafted section that appeared to require the city to pay for paving and utilities; the council insisted that infrastructure costs be the buyer’s responsibility and discussed shortening a proposed 20‑year right-of-first-refusal on an adjacent parcel to 10 years. After corrections to Section 6.4 specifying the purchaser’s responsibility for infrastructure, Cameron Kinney moved to approve the purchase offer and Denise Taylor seconded; the motion passed. Mayor Holbrook noted a clawback clause requiring development within three years.
