Carlin council votes to restart police chief evaluation, seeks clarity on appointments and appeal procedures

The council opened discussion on the police chief's performance review and options for conducting, modifying, or not conducting a new evaluation. Mayor Dana Holbrook recommended starting a completely fresh evaluation process. Vice Mayor Cameron Kinney moved to scrap the previous incomplete evaluation and assemble a new evaluation document to be brought back to a public meeting for finalization; Brandon Keller seconded the amended motion clarifying the prior evaluation was incomplete. The council approved the amended motion unanimously. Later in the agenda, council members and legal counsel discussed appointment authority, evaluation procedures and appeal rights for appointed positions; legal counsel referred to Resolution 2004-06 and city code provisions and said the council’s chain-of-command resolution clarifies supervisory roles. No further action was taken on the appointments/appeal discussion.
