Council directs staff to formalize billing settlement for Desert Gold RV Park

City attorney Lauren Landa summarized a settlement approach with Uribe Enterprises LLC over water billing at Desert Gold RV Park after meters were partially installed. The proposal would set specific customer, peak and base demand charges for defined periods (May–Dec. 2023; 2024; and Jan. 2025 onward), treat previously paid amounts as credits (no refunds), and count the original building permit as authorizing 27 spaces even though up to 32 connections may exist.
Council members asked clarifying questions about how charges would apply to metered versus unmetered sections and about customer-charge calculations. Landa confirmed the settlement envisions one customer charge covering the metered portion and described the customer-charge amount included in the draft: "one customer charge of $26.06," she said. Cameron Kinney moved to direct staff, including the city attorney, to present this settlement to the Uribe Enterprises LLC and return it to council for final review and approval; Denise Taylor seconded and the motion passed.
