Carlin council renews donation agreement for proposed 21‑unit senior living center

Beth Dunning, director of community development for the Nevada Rural Housing Authority, outlined a proposal to develop a 21-unit senior living center on donated city land and asked the council to renew the donation agreement for another year.
Dunning told the council the project has incurred $85,500 in preliminary costs and that predevelopment expenses could rise to $300,000–$500,000 before a foundation is poured. "The total estimated investment would be $9.4 million," she said. NRHA reported $500,000 in HOME funds and $1 million from the National Housing Trust Fund already secured for the project and said it expected to pursue roughly $6,374,363 in low-income housing tax credits this application cycle.
The development proposal calls for 21 one-bedroom units (20 residence units plus one manager unit), each about 610 square feet, with four fully ADA-accessible units and additional features for hearing and visually impaired residents. Amenities described include a community center, garden, dog park, game area, and on-site storage; units would include owner-paid utilities and Energy Star appliances. If tax credits are awarded in mid-2025, Dunning said NRHA anticipates closing financing by April 2026 and beginning construction in May 2026. Denise Taylor moved to direct staff to renew the contract up to the next year to donate the land; Cameron Kinney seconded and the motion passed.
