BCSC: Enrollment counts can shift local school funding through ADM

Brett Bozeman explained that enrollment drives part of a district's revenue: "NES schools are funded based on Average Daily Membership or ADM which are actual student counts taken twice during the school year." He said that because enrollment shifts, the amount a district actually receives can change even if the per-pupil allocation remains the same.
Bozeman warned those enrollment uncertainties can produce "large budget fluctuations" that districts must plan around. He added that BCSC knows the tuition support amount set at the state level each biennium but does not know exactly how many students will enroll, creating a planning challenge at the local level.
