Commission advances rooftop padel-courts proposal to public-interest review

The commission held the first public meeting required under state statute 255.065 for an unsolicited proposal from a developer (Padel Center LLC / Vanvego Ventures) to install five padel courts with a partial fabric cover on the rooftop of the City of South Miami municipal parking garage in the Sony district.
City staff said the item is the first procedural step; it authorizes the manager to evaluate the proposal without competitive bidding, perform a public-interest review and, if appropriate, pursue consultant reviews and structural analysis. The manager described three financial structures presented by the proposer (including a straight-lease option and revenue-share options) and said staff is leaning toward a straight-lease model. Project questions raised by commissioners and staff included restroom access, temporary modular bathroom solutions, whether alcohol might be sold and how to harmonize operations with ground-floor businesses. "We would be interested, though, in having a discussion about, a beer and wine," one proposer representative said when asked about concessions.
The commission voted to move the proposal forward to the statutorily required public-interest review and directed staff to return with more detail and a full presentation at a later meeting.
