Developer reports Atlantic Square upgrades complete for Building C; Building D set for next phase

City Community Development Director Tim Howe introduced a TRC representative, Byron De Aracal, who updated the council on progress at Atlantic Square under the December 2024 development agreement. Howe noted the agreement requires an annual compliance review and site visits; Byron described completed infrastructure work in Building C and plans to focus next on Building D.
Byron said the team completed major electrical upgrades, a new PVC roof, HVAC replacements, added grease interceptors and reworked domestic and fire water lines. "Building C is done," Byron told the council, and he described new tenants including Einstein Bagels and a Latino Medical Center now open in Building C. TRC also installed four operational EV chargers and conducted a center-wide paint program the company estimated at about $300,000.
On phase 2, Byron said a planned drive-through tenant did not finalize and the developer pivoted to upgrading Building D with another multimillion-dollar capital investment; TRC reported late-stage negotiations on five leases and letters of intent with six prospective tenants, and said a national fitness chain is in late-stage talks for the former Rite Aid space. Council members praised the progress and asked staff to continue coordination on tenant recruitment and open-space activation.
