Troy Selby, speaking on behalf of a local park board, proposed a seasonal marketplace at Manokin/Minogue Park aimed at boosting downtown foot traffic and supporting local producers and artisans. The presentation emphasized a low-cost structure intended to prioritize local vendors, requests for small-town infrastructure support (trash receptacles, signage, social-media outreach), and vendor compliance with health permits.
Selby said the park board would manage operations and requested the commission’s help to make the market happen quickly. He proposed a vendor-fee structure of "$15 per day, or they could pay up to $250 and be paid for for the whole season" to encourage local participation; he also described plans for vendor safety, temporary traffic control and adherence to county health permitting.
Commissioners and business owners pressed for clarity on who would monitor cleanup and how the market would avoid undercutting existing downtown businesses; staff suggested the park board would assign onsite personnel and that code enforcement rules for open-air vendors would apply. The commission moved the item to the Aug. 7 work session for follow-up.
