Coleraine council and zoning commission to revamp blight enforcement after safety concerns

A work session before the July 13 Coleraine City Council meeting focused on changing how the city handles blighted properties after Zoning & Planning Commission members said they did not want to make direct contact with alleged offenders for safety reasons. The commission asked that Police Department officers handle outreach to potentially dangerous properties, a concern council members accepted and discussed at length.
Attorney Shaffer said he could produce a report to help document past enforcement and options moving forward, and council asked staff to improve communication and notification among residents, the city, the commission and city departments. Council instructed staff to draft a new internal process for consideration at the next council meeting. Council members also agreed that revisions strengthening enforcement for vacant properties in disrepair will be drafted as an ordinance amendment; those revisions will require public notice and a formal public hearing before adoption.
