Leander ISD seeks board approval to apply for TEA teacher certification waivers amid staffing shortfalls

Leander ISD administration urged the board to approve applying for teacher certification waivers from the Texas Education Agency for the 2024–25 school year because of persistent shortages of certified candidates. Interim Chief Human Resources Officer Tiffany Duncan and Executive Director Rachel Mackey presented background on Chapter 7 of the Texas Education Code and described district expectations for waiver recipients (bachelor’s degree or higher, related experience, enrollment in alternative certification or holding certification outside assigned area, and not eligible for TCAP or ETP permits).
The packet states the district used 32 certification waivers in 2023–24 (24 elementary, 8 secondary) and estimates 53 staff may use waivers in 2024–25 (14 carryovers and 39 new waivers: 23 elementary and 16 secondary). Administration recommended approval to apply for waivers and said the district will provide supports and monitor progress toward certification.
