Environmental advocates praise stormwater language in Baldwin draft but urge stronger implementation

At the Aug. 6 public hearing, environmental and water‑quality advocates praised portions of the draft master plan that address stormwater, wetlands and watershed buffers while urging clearer commitments to implementation.
"It calls for watershed based stormwater management ... and wetland buffers," Kate Kistler of Mobile Baykeeper said. She said those elements respond to residents’ concerns about increasing flooding and degraded waters but noted the draft leaves implementation and natural‑resource chapters 'reserved,' meaning the enforceable steps still must be drafted. Kistler urged sustained engagement to convert the plan’s vision into regulatory tools and funding commitments.
Commissioners acknowledged the environmental language and said turning vision into action will require regulatory follow‑up by the county commission and staff. Several commissioners encouraged the county to work with municipal utility providers and the Eastern Shore Metropolitan Planning Organization to ensure infrastructure, drainage and stormwater investments align with plan goals.
