Magnolia ISD approves JJAEP memorandum of understanding with Montgomery County Juvenile Board

The Magnolia ISD Board of Trustees approved, as part of the consent agenda Aug. 26, the 2024—6 Memorandum of Understanding for the Montgomery County Juvenile Justice Alternative Education Program (JJAEP).
The MOU, between the Montgomery County Juvenile Board and Magnolia ISD, notes that Conroe Independent School District will administer the JJAEP educational program and serve as the fiscal agent. The document defines student eligibility categories A through D (including mandatory placement for certain offenses and discretionary placement for others), rules for special education and Section 504 services, language/ESL requirements, documentation required for admission, and transportation responsibilities.
Funding provisions in the MOU state that Category A students are funded through the state via the Texas Juvenile Justice Department (no local liability). For Category B students, Conroe ISD will collect $85 per day from sending districts; for Category C students the rate is $100 per day. Districts electing not to use the JJAEP for discretionary placements remain responsible for educating those students.
