CDRA adopts FY 2026–27 tentative budget; board notes Costco obligation will be paid off

The Saratoga Springs Community Development and Renewal Agency voted 5-0 on May 5, 2026, to adopt the Fiscal Year 2026–2027 tentative budget under Resolution CDRA R26-01. Board Member Emma Wilson moved to approve the resolution; Board Member Edon Davenport seconded the motion, and the vote was recorded as Yes from Board Members Lance Wadman, Audrey Barton, Edon Davenport, Emma Wilson and Robert Tayor.
Budget Analyst Spencer Quain reported that the CDRA tentative budget for the coming fiscal year was zero and said that "Costco was expected to be paid off shortly in full." City Manager Mark Christensen added that funding to satisfy that obligation had been included in the previous year's budget and that, with the current project completed, the CRDA remains available for potential future project areas within the city.
Chairman Chris Carn opened the public hearing at 8:11 p.m.; there were no public comments and the hearing was closed before the motion to adopt. The board recorded the motion as carried 5-0. The agency noted it will continue to hold annual CRDA meetings even while no active projects remain.
