St. Armand holds public hearing on 2025 budget and water, sewer rates; no public comment

Town Supervisor Davina Thurston called the public hearing to order at 6:30 p.m. and asked those present to join in the Pledge of Allegiance. "Supervisor Thurston called the Public Hearing to order at 6:30 pm and asked all to join in the Pledge of Allegiance," the meeting minutes record. The hearing was conducted in person at St. Armand Town Hall in Bloomingdale and made available virtually.
Thurston read the published public notice describing the subjects under consideration: the tentative 2025 Town budget and proposed 2025 water and sewer rates, and where the preliminary budget could be inspected. The minutes list the proposed 2025 elected-official salaries as follows: Town Clerk $15,575; Town Board Member $6,086; Town Supervisor $33,031; Town Justice $23,861; Tax Collector $6,100; and Town Highway Superintendent $46,940. The minutes note that the Town Clerk present for the hearing was Shauna Manning.
Supervisor Thurston asked whether there were any questions, comments or concerns; the record states that none were offered. "The Town Board thanked Supervisor Thurston for all of her work on the tentative 2025 Budget, thus far," the minutes state. Councilperson Sheridan Swinyer moved to end the public hearing and Councilperson Donna Whitelaw seconded; the minutes record that the Budget Work Session ended at 6:42 p.m. The minutes were later certified on March 18, 2025 by Raine DeLancett, Town Clerk.
The public notice provided a link and phone access information for the virtual meeting and advised that a copy of the preliminary budget was available for inspection at the Town Clerk's office during office hours.
