St. Armand adopts 2025 water and sewer rates; sewer usage rises, some debt rates fall

On Nov. 13 the Town Board adopted Resolution #83 setting the 2025 water and sewer billing rates. The board noted the Water & Sewer District is operating under an On‑Consent Order from the NYS Department of Environmental Conservation, which was cited in the resolution as part of the rationale for user charges.
Key rate changes adopted: water usage rate decreases from $7.84 to $7.58 per 1,000 gallons; water debt service decreases from $1.74 to $1.62 per unit per quarter; sewer usage rate increases from $15.76 to $16.02 per 1,000 gallons; sewer debt rate decreases from $72.00 to $67.00 per unit per quarter. The Water Improvement Capital Reserve and Emergency Repair Reserve remain unchanged. The resolution also set lower 'vacant lot' debt charges and specified the new rates take effect for billing in January 2025 covering usage Oct. 1–Dec. 31, 2024.
