Temple said most Class I and II applications are handled administratively while Class III requires Planning Commission review. He also reported reviewing roughly 20 applications over the previous year and noted some were denied when they did not meet single‑family home location requirements. The commission voted 6–0 to forward a recommendation for approval with the Findings and Conditions in the staff report; the motion was made by Commissioner Virginia Rae Mann and seconded by Commissioner Chris Roman.
Staff will incorporate any final edits and forward the amendment to the City Council for consideration and potential adoption.
