DMS outlines MACE rollout: notices sent to 374,000 households, forms and app planned

Veronica Judy Cecil of DMS briefed the Medicaid Advisory Council on the state’s implementation plan for the federal HR1 work and community engagement requirements (MACE). DMS said it launched an HR1 website and plans a work‑specific subsite, created three short forms (activity reporting, short‑term hardship, medically frail verification) and is refining FAQs and one‑pagers with a focus group of beneficiaries and connectors.
DMS reported that a July outreach notice went to almost 374,000 households (431,731 expansion individuals) and that emails and texts were delivered where contact information existed (roughly 80,000 emails and 88,000 text messages delivered as tracked). DMS also said it plans a mobile reporting capability and an app to let members log activities; connectors will be able to assist members and some connector functions will be available at launch, with additional uploads from community organizations under consideration for later system updates. DMS emphasized accessibility, usability testing with focus groups and stepwise communications leading into renewals beginning February 2027.
