City Treasurer Robert Carson presented the city’s quarterly (unaudited) financial snapshot, telling the council "our cash and investment totals have remained fairly consistent even going up a little bit in FY26." He said major enterprise funds include roughly $54 million in the water enterprise fund and about $35 million in the sewer enterprise fund, with the general fund around $19 million and a TLT fund of about $1.3 million.
Carson explained that while the FY26 budget anticipated a $4.6 million deficit driven by one-time master plans and capital outlays, the estimated actual position is approximately $57,000 positive — a roughly $4.5 million swing. He attributed the difference primarily to project carryovers into FY27 (planning studies, streets and parks projects) and timing of reimbursements, not to recurring operating savings. When Councilman Hammond asked about delinquent taxes, Carson said tax collection and delinquency tracking are county functions but noted the city does receive delinquent tax receipts and that most delinquencies fall in the one-to-two-year window.
Carson also flagged that some adjustments (capital asset depreciation, pension/OPEB actuarial entries) remain unaudited and may change final figures; the city expects final numbers when the annual comprehensive financial report is prepared later in the fiscal year.
