St. Armand board moves to board up 8 Union Lane and orders demolition hearing for 4 and 8 Union Lane

Code Enforcement Officer Rodger Tompkins and Town Health Officer Ray Scollins reported Aug. 20 on unsafe conditions at properties on Union Lane following a May fire and subsequent collapse. Tompkins described debris, exposed foundations and lack of utilities at 4 and 8 Union Lane and said occupancy was prohibited; Scollins said an RV between the properties needs campground permitting because of human waste and gray-water concerns under the sanitary code.
Town Water Superintendent Jonathan Nielson reported water usage readings that indicate unauthorized entry at 4 Union Lane and the board ordered the main water to 4 Union Lane shut off immediately to prevent further health risks. The board adopted Resolution #61 authorizing the code officer to board up the unsafe structure at 8 Union Lane and Resolution #66 finding both 4 and 8 Union Lane uninhabitable and ordering demolition and removal pending a public hearing on Sept. 17, 2024; the town clerk was instructed to serve notices on named property interests. The resolutions record documented findings that the structures were partially collapsed, unsecured and unsanitary and allow the town to levy demolition costs against property taxes if necessary.
The board recorded roll-call votes on both resolutions with present members voting AYE; two board members were excused. A public hearing on Sept. 17 will allow property interests and the public to present testimony before demolition proceeds.
