Utility Manager Jeff Shanahan recommended awarding the contract for Unit 7 turbine and generator inspection to HPI for $591,604.64 after a formal bid opening that produced four bids. Shanahan said the units are base-load and undergo major overhauls approximately every 40,000 hours of operation.
"HPI was the lowest bidder," Shanahan said. He told the council the work would take place in fall 2026 and that staff recommended awarding the contract. The council approved the motion 8'0to'00.
