Council approves HR Green engineering contract for sanitary sewer lining

Council approved a resolution to contract with HR Green for engineering services not to exceed $30,000 for the sanitary-sewer maintenance and lining project.
Engineer said the plan is to rush design, "get the plans done this month, get them out for bid for 2 weeks. We're gonna take bids and hopefully work there in in January. And they would have 3 months to get the lining done." (Speaker 4) He described the system-wide issues, estimating the work could reach roughly 8,000 feet of lining and that most of the work would be complete pipe linings from manhole to manhole with a single spot repair requiring excavation.
Staff reviewed available funding for Division Street-related accounts. As staff noted, "What's our final or what's our current balance on that? $396,231. ... We pay $225,002.83. That leaves us with 49,800. We're paying AccuJet for the televising out of that. ... We're down to 23,960. ... That would leave us another a balance of $228.05" (Speaker 6). Council discussed prioritizing one and two work areas and possibly deferring some third-tier sections if the budget requires it.
The resolution passed on roll call; staff will publish bid documents and return with contract awards and final scope. Council directed staff to prioritize the worst sections and to return with funding updates and a final construction schedule.
