The Hilliard Town Council on July 2 approved multiple capital expenditures and engineering contracts covering sewer, water and shelter projects. Public Works Director Cory Hobbs said several manholes are sinking due to inflow and infiltration (I&I) and requested a capital expenditure of $12,200.92 to Site Savvy Inc. to repair manholes 33, 92 and 76A; the council approved the expense by roll call.
Council also approved rehabilitation work on Well #2 with Partridge Well Drilling Co. for $8,400 to perform breakdown, inspection and prepare bid documents. The council authorized CPH Consulting, LLC for work on an 8-inch parallel water main extension to an FAA facility ($18,084 payable through June 15, 2026; related lump-sum contract $199,680) and approved a CPH Engineering engagement for repairs to MH 167 and MH 170 as listed in the meeting packet.
Separately, the council approved emergency capital expenditures of $36,885 for repairs and replacement of the Town Annex roof; Parks & Recreation Director Gabe Whittenburg and Council President Kenny Sims explained the action was necessary while the Hurricane Shelter project proceeds more slowly than anticipated. The council also approved a payable to PQH Group ($3,200) related to the Hurricane Shelter/Community Center Project, which the minutes identify as a 100% FDEM grant-funded project budgeted at $5,890,200 with PQH's lump-sum contract shown as $572,000.
