Residents say repeated regrading left backyards flooded; developer and city point to drainage work

Sanford said a tile drain discovered earlier improved conditions temporarily but that heavy recent rains have left yards unusable and she asked for long‑term corrective solutions to protect foundations and yard usability.
Developer and city staff acknowledged the concerns and said they will investigate specific lots and work with Arbor Homes to determine whether current flooding stems from original grading or from subsequent work. Staff described the planned stormwater system: grading to move low spots into catch basins, pipes with orifices to control discharge rates and detention ponds that will reduce peak flow to downstream areas. Staff also said Miami County Soil and Water, the Ohio EPA and city engineering staff perform inspections during construction, and that the subdivision's HOA will assume maintenance of green spaces, ponds and stormwater features after build‑out.
