Council approves Hunter's Path final development plan as emergency ordinance

The Clayton City Council voted June 4 to approve Ordinance OPC2602, which overrules the planning commission’s recommendation and enacts a final development plan for Hunter’s Path, a 20.85-acre parcel at the northwest corner of Westbrook and Union Roads (parcel M60032070023). Councilmember Gorman moved to declare the ordinance an emergency and then moved to approve it; the motion passed by voice vote.
During discussion a representative for the developer described the upfront costs a developer typically bears before construction. The representative said, “you’re easily gonna put 300 to $500,000 into the engineering process before you would ever get to spending construction dollars,” citing preliminary engineering, topography studies and surveys as major cost drivers. Council members indicated staff had reviewed the materials and then approved the ordinance as presented. Henning was excused for the evening; the council recorded the motion and the ordinance passed.
