JED update: Clayton–Clay Township district explains 1.5% tax, revenue split and recent projects

Kevin, the JED presenter and the district’s income‑tax administrator, told council the JED was created in 2008 to support economic development within a designated area along Jacks Lane, Pleasant Plain Road and State Route 49. "The 1st 15% go to the JED board, then the remaining 85% is split, 60% going to Clayton Township, and the remaining 40% goes to Clayton," he said, describing the district’s revenue distribution and noting the original contract runs to 2037.
Kevin said the district collects a 1.5% tax on earnings and net profit within the JED and that funds are restricted to economic development uses, advertising, some police and fire support and infrastructure improvements. He said the district currently covers about 32 businesses and that the JED has supported projects such as sewer tap‑fee assistance, streetlights and a small business assistance grant program; he cited a $10,000 award to Doors Galore as an example.
During questions, Clay Township trustee Angela Howe clarified the township would contribute about $336,000 toward a roughly $1.5 million waterline being installed to serve a private development. Howe also said Kwik Trip is not receiving JED funds, though the company is investing in utilities and easements to bring water to the area. Kevin and trustees emphasized that inclusion of individual businesses in the JED is voluntary and that the JED board and county economic development representatives historically have chaired the board.
